A.
Background of The problem
Environmental damage becomes a
problem for humans and a global issue (Sukandarrumidi, 2010: 37). This is
because of the rapid economic and industrial growth. On the other hand, for
social life, the industry has positive and negative impacts. Positive impacts
such as reducing unemployment, increasing the level of welfare of the community
around the industrial area. For the environment, it has negative impacts on
pollution (Sukanda, 2009: 42). This negative impact can be prevented through
efforts on each individual. The impact to individuals makes community becoming
materialism, individualism, hedonism, social inequalities, westernized
lifestyles, and unfriendly environmental practices.
Community activities in fulfilling
primary, secondary and tertiary needs unwittingly produce waste that is
immediately disposed of without any sortation. Waste is produced from various
human activities that are dumped into the ground, water and air. Waste causes
indirectly natural disasters. According to Murdiantum and Daryanto (2015:12),
community participation in environmental management from planning, implementing
to monitoring is still relatively low. Now Indonesia's people, especially urban
people, pay less attention to the environment around them. Life in the city is
vulnerable to pollution. Carbon monoxide of motor vehicles has a negative
impact on health, including shortness of breath and other dangerous diseases
that cause death when there is no fresh air (Sengkey et al, 2011: 120;
Mukono, 2009). Environmental pollution can disrupt human health and the danger
can have long-term effects, especially in the industry area. People’s behavior
is one of the major contributors to the destruction of the environment
(Prasetyo and Budimansyah, 2011:175). Disposal of industrial waste,
inappropriate disposal of waste, illegal logging are examples of environmental
destructions. According to Zuchdi et al.
(2012:1) moral degradation, attitudes and deviations in the community
environment are the cause of the problem. The efforts to prevent environmental
damage can be done by enriching awareness to protect the environments.
The problem of environmental damage
needs a sustainable development policy so that the damage is not getting worse.
One of the concepts of sustainable development based on Law Number 32/2009 on
environmental protection and management guarantees the resident's right to
contribute in environmental protection and management. Furthermore, it explains
that the law requires the community to maintain the function of the environment
and prevent environmental damage. It has to involve all stakeholders such as
the government, community members and schools. What citizens’ must-have in the
21st Century according to Cogan and Derricott (1998: 2-3), that citizens’
must-have multidimensional characteristics in the form of self-identity,
freedom of opinion, involvement in community and social values.
The ideal citizens must contribute
to social life. The role of the government is urgent to achieve the goal. One
of the government programs from the Education Ministry is the Adiwiyata program. The aims of the
program are to increase awareness of school in the environment through
mentoring, evaluating, and giving Adiwiyata awards to schools. Regulation of
the Minister of Environment of the Republic of Indonesia No. 05/2013 on
guidelines for the Adiwiyata program implementation is carried out based
on participatory, educative, and sustainable principles. The Adiwiyata program
is given to schools for appreciating commitment and hard work in fulfilling the
four Adiwiyata components, such as 1) environmentally school policies, 2)
environment-based curriculum, 3) environment-based participatory activity, 4)
environmentally friendly infrastructure management.
The Adiwiyata program aims to create
schools that are environmentally friendly and cultured. The teacher’s roles are
to demonstrate, set an example, and remind, this can be done by increase
participation in waste sorting, greening plants, composting, minimal land use,
and honest canteen (Rotari and Komalasari (2017: 53). The Adiwiyata program is
a tool for the government to involve the community that loves and cares for the
environment. Community participation for environmental development (ecology) in
the science of citizenship is known as ecological citizenship. Ecological
citizenship according to Karatekin and Uysal (2018: 86) is a concept that
contains elements of information, attitudes towards the environment,
responsibility, sustainability, participation, and rights and justice.
The roles of government and
community are very much needed to establish responsible ecological citizenship.
Based on the framework of the 21st Century, learning citizenship education
becomes a core subject that integrates multidisciplinary knowledge, one of the
parts is environmental literacy. The environment becomes an issue that needs to
be deeply considered., The Ministry of Education and Culture formed the
Strengthening Character Education program which should be adhered by all school
members to develop character building.
Schools that want to receive the
Adiwiyata must fill aspects in Adiwiyata 2013 handbook, including 1)
environmentally school policies, 2) environment-based curriculum, 3)
environment-based participatory activity, 4) environmentally friendly
infrastructure management. Adiwiyata school is not only a physical appearance
such as cool and green school but also the school that has educational programs
and activities for the environment. The characteristics of Adiwiyata school are
comfortable and an environmentally friendly, implementing environmentally-based
curriculum, reducing the use of stationery, electricity, and water, maintaining
hygiene and health and striving to manage the environment.
This research was conducted at the
Elementary School of Tamanggung 2 and Sidomulyo. This because the elementary is
an institution that received adywiyata award in Central Java and also other
achievements. In addition, the study discusses the reality of the
implementation of the Adiwiyata program and as well as the success of the
Adiwiyata in developing the character of ecological citizenship. Based on the
background, taking the dissertation title "Implementation of the Adiwiyata
Program in Developing the Character of Ecological Citizenship."
B.
Focus and Formulation of the Problem
Based on the background above, the
focuses of this study are as follows:
1. How does the program policy on
Adiwiyata develop the ecological citizenship character of students at the
Elementary School of Tamanggung 2 and Sidomulyo?
2. How does the implementation of
the Adiwiyata program develop the character of the ecological citizenship of
students at the Elementary School of Tamanggung 2 and Sidomulyo?
3. How does the impact of the
Adiwiyata program develop the character of the ecological citizenship of
students at the Elementary School of Tamanggung 2 and Sidomulyo?
C.
Research Objectives
1. To analyze the Adiwiyata program
policies develop the character of the ecological citizenship of students at the
Elementary School of Tamanggung 2 and Sidomulyo.
2. To discover the implementation of
the Adiwiyata program develop the ecological citizenship character of students
at Elementary School of Tamanggung 2 and Sidomulyo
3. To identify the Adiwiyata program
impacts develop the character of ecological citizenship of students at
Elementary School of Tamanggung 2 and Sidomulyo
D.
Benefits of Research
The results of this study are
expected to contribute in relation to the implementation of the Adiwiyata
program building the character of students' ecological citizenship. The
research benefits are as follows:
1. Theoretical Benefits
a. To form the implementation
concept of the Adiwiyata program developed in elementary schools.
b. To provide knowledge treasures,
especially the Adiwiyata program in developing ecological citizenship for elementary
schools.
c. To contribute knowledge treasures
from the Adiwiyata program implementation in developing ecological citizenship
for elementary schools.
2. Practical Benefits
a. Study material and input for
policymakers in this case the Department of Education and Culture and the
Department of the Environment in the field of Adiwiyata program implementation
b. The results of this study can be
used as a guide for elementary schools in developing the concept of the
Adiwiyata program to realize the character of ecological citizenship.
c. For further researchers, they can
add and develop insights and dig deeper about the concepts and implementation
of the Adiwiyata program,
d. Discover the implications of the
Adiwiyata program implementation model, in the Adiwiyata program in elementary
schools that have not been revealed.
